'Could not find installable ISAM'
error has always been tricky and difficult to resolve because multiple things can cause the same error from my experience. It is possible that some PC was upgraded from lower office version causing mix up of .dll files, for this type of issues re-installing office might help.
If I remember correctly, I faced this when the connection string is not correct for example with extra spaces/no space, office versions are different, msxbde40.dll are not registered. try to play around a bit more and see what's different in these systems causing the error.
I found that installing the Access Database Engine 2016 on each system (and ensuring that the x64 or x86 architecture matches the installation of office being used on that system) solved the problem for us.
